Chief Executive Officer Reappointed

Southern Grampians Shire Council Chief Executive Officer Tony Doyle will continue in his role as head of the organisation, following Council's decision to endorse his reappointment until 28 July 2028. 

Councillors have endorsed Mr Doyle's continuation as Chief Executive Officer, reinforcing their confidence in his leadership and commitment to delivering positive outcomes for the Southern Grampians community. 

The decision follows Council's annual Chief Executive Officer performance review process, conducted in accordance with Council's Chief Executive Officer Employment and Remuneration Policy and the requirements of the Local Government Act 2020. 

Under the Policy, Council appoints a CEO Employment and Remuneration Committee comprising the Mayor and two Councillors to oversee matters relating to the Chief Executive Officer's performance, remuneration and employment conditions. As part of the 2025/26 review process, the Committee engaged independent adviser Gavan Cooper of Cooper Hardiman to facilitate the annual performance review. 

Following consideration of the Chief Executive Officer Performance Review for the 2025/26 period, the adoption of key performance indicators for 2026/27, and the Committee's recommendations regarding remuneration and contract arrangements, Council endorsed the reappointment of Mr Doyle for a further 19-month term. 

This length of term was determined to retain Mr Doyle's leadership as Council progresses key strategic projects, while also supporting good governance by ensuring any future CEO recruitment and transition does not coincide with the induction of a newly elected Council following the 2028 elections. 

Mayor Cr Denis Heslin said Council was pleased to secure Mr Doyle's continued leadership. 

"Following a thorough review process, Council was pleased to reaffirm its confidence in Tony's leadership, strategic direction and commitment to delivering for our community," Cr Heslin said. 

"Over the past five years, Tony has demonstrated strong leadership and a clear focus on organisational improvement, sound governance and the delivery of Council's strategic priorities. Council looks forward to continuing to work with him as we progress major projects and initiatives across the shire." 

Mr Doyle said he was looking forward to continuing to serve the Southern Grampians community and work alongside Councillors, staff and community stakeholders to achieve Council's vision for the municipality. 

"It is a privilege to continue leading the organisation and working with our dedicated staff, Councillors and community. I remain committed to delivering positive outcomes for Southern Grampians and helping position our region for a strong and sustainable future." 

Following the endorsement of council, a new employment contract will now be prepared for the Mayor Heslin’s signature.
