Council Finalises Cavendish and Coleraine Structure Plans

Structure Plans for Cavendish and Coleraine were adopted at last night’s Council meeting, marking a milestone in long-term planning for these two towns.

Developed over more than a year of collaboration with residents, businesses, state government, local First Nations, catchment management authorities and community groups, the Structure Plans set out a 20-year vision for the towns. The vision reflects the ideas, aspirations and lived experiences of the people who call these towns home.

Southern Grampians Shire Council Mayor Dennis Heslin said the plans represent “a genuine partnership between Council and the community.”

“More than 60 community members contributed their local knowledge across a series of workshops held earlier this year in Coleraine and Cavendish,” Cr Heslin said.

“Their insights shaped the priorities and outcomes you see in these plans. This is local planning done with the community at the forefront of all decisions.”

The Structure Plans build on the foundations of the Small Towns Strategy 2024. The plans provide clear direction for land use and residential growth, town centre revitalisation, environmental protection and climate resilience, infrastructure and services as well as tourism, mobility and community development.

During the consultation period, residents expressed strong support for greening and activating main streets, creating inviting public spaces, and protecting natural assets such as river corridors and Red Gum landscapes. They also emphasised the need for modest, well-planned residential growth that respects town character, better walking and cycling links, and accessible infrastructure that supports people of all ages. In Coleraine, residents specifically called for upgraded stormwater infrastructure around Bryans Creek to reduce the risk of flooding during extreme rainfall events.

A key feature of the plans is the establishment of defined settlement boundaries for both Cavendish and Coleraine. These boundaries will guide sustainable growth, ensure infrastructure keeps pace with development, and protect the townships’ unique rural and landscape character.

“Both Cavendish and Coleraine have a strong sense of identity and pride,” said Cr Heslin. “The final plans honour the character of these towns while setting them up for a sustainable and prosperous future.”
