Understanding your rate notice

If you have received your latest Rates and Valuation Notice and aren't quite sure you are reading it correctly, check out the below graphic.

Each number relates to a section as marked to help you better understand your rates notice.

Your Rates Notice Explained

1. Rating Year

The Rating Year is the period relating to the annual rates and valuation notice, effective from 1 July to 30 June each year.

2. Notice Details


Assessment Number: Council’s identification of your property. Please have this handy when making enquiries regarding your rates notice.
Posting Date: This is the date that the notice was printed and issued.
Rateable Value: The capital improved value (CIV) of the property. This is the total market value of the property including land, buildings and other improvements. We use this to calculate rates.
Base Year: The rating year that the notice applies to and the year in which valuations have been undertaken.
Rate Category: An abbreviated code that shows which category your property is assigned to. The full listing can be found on our website.
Property: A unique numerical code allocated to your property and held within the property database.

4. Property Location

This section relates to your property address and title particulars.

5. Property Valuation Details


Capital Improved Value (CIV): The total market value of the property including land, buildings and other improvements. This is used in Southern Grampians to calculate rates.
Site Value (SV): The Site Value is the value of the land only, assuming any improvements had never existed. This is used by the State Revenue Office to calculate Land Tax.
Net Annual Value (NAV): For residential properties this is 5% of the CIV, and for non-residential properties it is the greater of the annual rental value or 5% of the CIV.
Valued As At: This is the date that the property was assessed and valued at. Valuations are effective from 1 July of each year.
AVPCC: The Australian Valuation Property Classification Code (AVPCC) is assigned to your property according to the use of your land.

6. Details of Account

The rates and charges applicable to your property are itemised in this section.

General rates: These are typically the largest component of your notice and will be listed depending on which differential rate your property is allocated to.
Municipal Charge: A fixed charge that ensures all eligible properties make a standard contribution towards Council’s administrative costs.
Fire Services Property Levy: There are two components (a fixed and variable charge) set by State Government. We act as the collection agent and forward 100% of the levy to the State Government.
Waste Charges: The amount charged for the collection service and incorporates the State Government landfill levy which is the charge Council pays to deposit waste at landfill.
Pension Concessions: Any pension concessions that you are receiving will be shown here.

7. Instalment payments

This section outlines your rates and charges amount that are due in instalments by the respective dates.

Four instalments: Payment of the first instalment must be received by 30 September. Any arrears will be included in the first instalment.
Early payment incentive: Ratepayers who make the payment in full by 30 September receive a 2 per cent discount on the total rates amount. The fire services property levy is not subject to the discount.

8. Total Due

This is the total amount due on your account (including any arrears). If you have any arrears, please pay the arrears amount immediately.
