Southern Grampians Significant Landscape Assessment

The Project

What is it about?
The project aims to evaluate the visual character and significance of the Grampians landscape, and prepare up to date planning policy and controls to ensure the landscape’s protection, while encouraging appropriate development, economic growth and investment.

Project Stages

Planisphere was appointed to commence the Grampians Landscape Assessment project in mid-2011.

The Steering Committee for the Grampians Landscape Assessment was appointed in July 2011, following a public “Expressions of Interest” process. The diverse 15 person Committee includes industry (farmers, tourism operators), government (Council, Parks Victoria, Heritage Victoria, Department of Transport, Planning and Local Infrastructure) and local community representatives. A Project Reference Group was also appointed, comprising of other State Government representatives who have an ongoing interest in the project.

Background research and landscape charter and significance assessments
The following engagement initiatives were completed as part of this stage of the project:

  • Community Workshop in Cavendish (16 June 2011) including a presentation, questionnaires and group exercises designed to determine the most important landscapes, features and views to and from the Grampians
  • Online Blog (
  • Community Photo Exercise
  • Media Releases
  • Promotion of Community Bulletin via website, community newsletters and media
  • Field and survey work
  • Steering Committee meetings
  • Meetings with utilities, government agencies and service providers
  • Referral of draft documents to Steering Committee and Project Reference Group for comment
  • Two Community Focus Groups involving land users including farmers and inhabitants of areas identified as significant landscapes

The following key phases of the Landscape Assessment Project have been completed over the last 2 years:

Latest News

Council recently resolved to exhibit the Southern Grampians Significant Landscape Assessment (SGSLA) after further research and community consultation went into finalising the draft report.

Community Engagement and Consultation

Letters of notice were sent to the study area on 30 August 2013 along with copies of the Community Bulletin #2 which details the:

  • Content of the Report
  • Key dates and locations to inspect the documents
  • Due dates for written submissions to Council
  • An invitation to attend ‘open house displays’ at Cavendish (Cavendish Town Hall) and Dunkeld (Dunkeld Visitor Information Centre) on 21 September 2013 where Council Officers will be on hand to discuss the project with the public

How can I make a Submission?

The closing date for submissions to the Draft Report is 25 October 2013. Submissions must be made in writing and addressed to:

Following the close of submissions and the exhibition period, submissions will be considered and changes will be made to the Draft Report as appropriate. The Final Report will be presented to Council to consider for adoption.
