Identified Damage and Repairs - Essential Public Infrastructure

Road inspections are complete and to date nearly 3000 sites of damage have been identified on the local road network in Southern Grampians. The collection of data on damaged roads continues to occur and the estimated cost for the reinstatement of damage is adjusted as the new information is assessed.

There are a number of sites where the damage is complex and the solution will require specialist advice, for example tunnel erosion. This has been found on a number of roads and is characterised by a hole (or holes) on the uphill side of a road resulting in water forcing a path or tunnel under the road and emerging downhill often at multiple locations

Tenders were advertised in June 2017 to complete three large packages of road restoration works. You can view the areas in which these works will be completed by clicking on this link.

Additional tenders will be advertised in future to capture the rest of the repair work.

The timing of road restoration works are weather dependent with all works expected to be completed by July 2019.

Council has been working in consultation with Glenelg Hopkins Catchment Management Authority to assess and repair several large culverts. These culverts have been assessed for damage and are now ready to move into the design phase. The culverts are located on Mokanger Road, Giant Rock Road, Nigretta Road and Den Hills Road.

Minor culverts have also been inspected for flood defects with the expected number to be close to 9000. The impact and repair costs for these have not been determined at this stage and works are yet to be scheduled.

175 bridge/major culvert inspections have been completed. An additional 20 culvert inspections were completed late 2016 making 195 total structures.

It is expected that there will be works required (repair or debris removal) on close to 50% of the inspected structures.

Assessments during the flood event were completed at Dunkeld Reservoir, the Old Hamilton Dam and Lake Hamilton.

Lake Hamilton has some damage from debris at the spillway (handrail and path) and the Lake was scanned for submerged debris late last year to make it safe for rowing and powerboats.
The minor damage at the Old Hamilton Dam is yet to be assessed.

There was significant damage at Dunkeld Reservoir which requires a comprehensive engineering evaluation and recommendations for repair options. Damage inspections are expected to occur in July/August 2017. A contract is due to be advertised shortly.

Some video footage was collected immediately after the flood event last year on a small number of storm water pipes in Coleraine. This data has been analysed and a case for flood related damage is being complied for funding for reinstatement.

Stormwater drains in other townships are yet to be assessed.

Damage that may have occurred during the floods would be seen by residents as drains that are now not working in the way they did before the flood event. Community members are urged to report areas in which the drain flow is slow to council@sthgrampians.vic.gov.au
