Dunkeld Structure Plan - Planning Scheme Amendment C29

Background to the Amendment

Southern Grampians Shire Council has recently received authorisation from the Minister for Planning to prepare and exhibit a planning scheme amendment to implement the recommendations of the Dunkeld Structure Plan and associated Urban Design Guidelines.

The Dunkeld Structure Plan was adopted by Council on 12 September 2012 following extensive consultation with landowners, residents, service agencies, government departments, land managers and the wider community. At this meeting, Council also resolved to seek authorisation from the Minister for Planning to prepare and exhibit a planning scheme amendment to implement the recommendations of the Dunkeld Structure Plan.

At Council’s meeting on 8 May 2013, Council also considered a proposal to rezone land known as ’20 Blackwood Dunkeld Road’ from the Farming Zone to the Industrial 3 Zone. At this meeting, Council resolved to seek authorisation from the Minister for Planning to prepare and exhibit a planning scheme amendment to rezone this land and to apply design and development guidelines to this land. The Dunkeld Structure Plan was subsequently modified to reflect this proposal as part of the recommended planning scheme changes contained in the Dunkeld Structure Plan.

Changes were recently made to the Dunkeld Structure Plan (2012) to re-instate this recommendation which was publicly exhibited as part of the Draft Dunkeld Structure Plan during April-May 2012. This proposal comprised a recommendation to rezone land at this address from the Farming Zone to the Industrial 3 Zone, and a recommendation to apply urban design guidelines to manage the form and layout of industrial development on the land.

Authorisation

On 21 May 2013, the Minister for Planning authorised Council to prepare Amendment C29 to the Southern Grampians Planning Scheme.

What does the Amendment do?

The Amendment proposes to implement the Dunkeld Structure Plan (2012) and associated Urban Design Guidelines (2012).

The Dunkeld Structure Plan provides a 20 year land use and development plan for the Township and makes recommendations for infrastructure provision, residential and commercial design and development, environmental management and settlement within Dunkeld.

The Amendment proposes to update Southern Grampians Shire Council’s Municipal Strategic Statement with appropriate content from the Dunkeld Structure Plan and associated Urban Design Guidelines and proposes to rezone land and apply overlays to land to facilitate the town’s economic development and to guide land management, built form and settlement in Dunkeld based upon the community vision established as part of the Dunkeld Structure Plan.

Latest News

An independent panel of experts has given its broad support for proposed amendments to the Southern Grampians Planning Scheme that preserves Dunkeld’s natural assets while encouraging economic development.

Under the Planning and Environment Act, the proposed amendments and submissions must be assessed by an independent panel of experts before being adopted by Council and approved by the Planning Minister.

Council has now received that report which provided broad support for Council’s plans.

Council will now consider the panel's recommendations and whether to include them in the Southern Grampians Planning Scheme at its next meeting on 11 December 2013.

If adopted, the Planning Minister must also approve the amended planning scheme before it takes effect.
